Hardin County Board of Supervisors
Most Unfriendly Bicycle County in United States
Hardin County
, Iowa – population about 18,000 located central Iowa – is probably not the most recognized county in United States. However, thanks to its county board of supervisors – Ed Bear (chairman), Erv Miller and Jim Johnson, Hardin County is now recognized as the most bicycle unfriendly county in United States. How did this happen?
On July 16, 2008, Hardin County Board of Supervisors passed the
Ordinance No 43: An Ordinance Relating to Bicycle Events on County Roads
.
Here is a summary. Any group ride with
10 or more riders
on Hardin County road is required to submit a
proof of insurance to the board of supervisors
at least 3 days before the event. The filing must include date, route and certificate of insurance. The insurance must have minimum of
$1 million general liability coverage
which include county and its officers. Violation of the ordinance carries a
penalty of $750 first time and $1,000 for each repeated offense
defined as each day or portion of the day.
Now, let’s put this ordinance into real world. This means that if a training ride is organized via email and 10 or more people will show up, the organizer has to fill out a form 3 days prior to the ride with route and proof of insurance with $1 million general liability coverage. If the group is caught riding on a Hardin county road without the proof, then be ready to pay $750 first time and $1000 each day after.
The county might as well put a big sign on the road that says, "Bicyclist Go Away".

On the other hand, Hardin County supervisors; you have put the county on the map with a sign that says
"Hardin County, Iowa – Most Unfriendly Bicycle County in United States"
. Regardless of what happens, passing ordinance 43 with your names on them has earned you a spot on
